Housing Ohio: How a Free Toolkit Sparked Statewide Adoption
Ohio faces a 264,000-unit housing shortage, and most communities lack the staff, budget, or technical knowledge to launch a pre-approved building plan program on their own. Housing Ohio: Tools for Development removed those barriers entirely — providing free building plans, zoning adjustment templates, and an implementation guide that any community can use without hiring consultants. The result: 700+ downloads, 23 communities engaged, and a 10-city Community of Practice supported by Greater Ohio Policy Center and Ohio REALTORS®.
The Challenge
Ohio's 264,000-unit housing shortage hits hardest in small and mid-sized communities where the median household income is 2.6 times the cost of a modest new home — yet professional architecture and planning services remain out of reach. Communities that want to act lack three things: building plans designed for their actual lot sizes, zoning guidance that doesn't require a consultant to interpret, and a clear implementation path from idea to issued permit.
The Approach
Pattern Zones partnered with Ohio REALTORS® and Greater Ohio Policy Center to build a three-part toolkit distributed free to every community in the state. First, zoning adjustment templates that any planning department can adopt — written in plain language with model ordinance text included. Second, a catalog of building plans designed specifically for Ohio lot sizes, with 80% of the state's residential lots able to accommodate at least one plan without any zoning change. Third, a step-by-step implementation guide that walks communities from initial council presentation through first permit issued. Greater Ohio Policy Center and Ohio REALTORS® also support an ongoing Community of Practice where 10 participating cities share lessons in real time.

What Changed
- Greater Ohio Policy Center and Ohio REALTORS® support a 10-city Community of Practice — where communities share implementation lessons, zoning strategies, and builder engagement approaches in real time.
- A complete, free toolkit covering building plans, zoning adjustment templates, and step-by-step implementation guidance — no consultants required.
- Modular housing manufacturers began expressing interest in producing the included plans, opening a path to factory-built affordability.
- County land banks started issuing RFPs referencing the toolkit, creating a ripple effect beyond the original 23 communities.
